Joint evaluation of the IDFC Climate Facility

Founded in 2011, the International Development Finance Club (IDFC) is the leading group of currently 27 national and regional development banks worldwide, mainly from emerging markets. IDFC aims to promote and leverage investment in sustainable development worldwide. Members work together to align the operations of national and regional development banks with the Sustainable Development Goals, the Paris Climate Agreement, and the Kunming-Montreal Global Biodiversity Framework agenda.
Launched in 2019, the Climate Facility (CF) is the first operational and innovative tool launched by the IDFC designed to strengthen knowledge and leverage resources in the field of climate change mitigation and adaptation.
With a dual objective of learning and accountability, the joint evaluation of the IDFC Facility (co-steered by Agence française de développement and Banque Ouest-africaine de développement) provided an external judgment based on (i) the relevance, added value and effectiveness of the Facility and its activities during the pilot phase (2019-2023), (ii) the relevance, efficiency and sustainability of its operating model and financial model. It also delivered recommendations to reflect on the orientations of a new phase of the Facility and its positioning. It covered all activity lines supported by the Facility (knowledge production and sharing, capacity development, access to international climate finance, development of joint business opportunities).
